Street Outreach
ELEM’s Street Outreach programs are the heartbeat of our "meet them where they are" philosophy. Every night, our dedicated teams of professionals and volunteers head out into the streets, parks, and city centers to find youth who have disconnected from formal frameworks. These are the teens who may be wandering the streets late at night, often escaping difficult home lives or facing the harsh realities of homelessness and exploitation.
Operating out of our outreach vans or on foot, our teams offer a non-judgmental presence in the spaces where youth feel most comfortable. We provide for immediate physical needs—like a warm drink, a snack, or a coat—but more importantly, we offer a listening ear and a consistent, caring adult presence. For many youth living on the margins, these midnight encounters are the only time they feel truly seen and safe.
The street is often a place of survival and "masks," but our outreach workers are trained to look past the surface. By showing up consistently, week after week, we build the trust necessary to eventually transition these young people from the dangers of the street to the safety of our shelters and centers.
Meeting Youth in the Dark
Our outreach teams serve as a mobile sanctuary, reaching youth who are often invisible to the rest of society—runaways, youth struggling with addiction, and those who have lost all faith in traditional social services.
How We do street outreach
Each outreach encounter is designed to bridge the gap between life on the street and a return to a supportive community. Our interventions include:
Outreach Vans: Vans equipped with food, hot drinks, first-aid kits, and a quiet space to talk.
Crisis De-escalation: Immediate emotional support for youth experiencing trauma, panic, or conflict in real-time.
Harm Reduction: Providing essential information and supplies to keep youth safe from the immediate physical dangers of street life.
Referrals and Escorts: Directly connecting youth to ELEM’s shelters, drop-in centers, or emergency medical services.
Basic Needs Support: Distributing clothing, blankets, and hygiene kits to those sleeping rough or in precarious housing.
Through these interactions, we transform the street from a place of isolation into a portal for help. We don’t wait for youth to find us; we go to them, ensuring that no one has to face the night alone.
REACHING THE MARGINS OF ISRAELI SOCIETY
Street outreach is uniquely positioned to reach the most "invisible" populations across Israel. Our teams operate in diverse urban centers and peripheral towns, engaging with Jewish and Arab youth, new immigrants, and members of the LGBTQIA+ community who have been rejected by their families.
By navigating the specific subcultures of the street—from the underground club scene to abandoned buildings—our teams ensure that geographic or social isolation never stands in the way of a young person’s survival.
EXPANSION

Expand Our Outreach Vans: Deploy more mobile units to reach underserved areas in Israel’s northern and southern peripheries.
Increase Night-Shift Frequency: Add more nights of outreach in high-traffic cities to ensure a consistent presence throughout the week.
Enhance Specialized Training: Provide teams with advanced training in identifying human trafficking and substance abuse patterns.
Recruit Diverse Volunteers: Increase our volunteer base to reflect the cultural and linguistic backgrounds of the youth we serve.
